A major federal agency is consolidating its core financial management systems into a single, multi-tenant Oracle Fusion Cloud ERP solution as part of the government-wide push to standardize federal financial management. The program will migrate multiple agency components and customer agencies onto the new platform, with a stated goal of making maximum use of automation and artificial intelligence to reduce manual workload, speed reconciliation and improve data quality. i360technologies supports this program as a subcontractor to a large federal systems integrator. We are seeking an Oracle P2P Federal Implementation Lead with substantial experience in federal Procure-to-Pay (P2P) practices who has served as the lead implementer on an Oracle implementation. Oracle EBS implementation experience is acceptable; Oracle Cloud is preferred. This role has a strong focus on ground-up solutioning for a net-new implementation, including global design and key design decision analysis, and offers the chance to shape a program from the start and grow with it for years. Location: Washington, DC Metro, on-site at client facilities; occasional travel to other client locations. Why AI Matters Here AI is central to how this team delivers, at every level. We want consultants who use AI tools (Claude, ChatGPT, Copilot, or similar) to speed up fit-gap analysis, draft functional designs and specifications, build test scenarios, troubleshoot defects, and document configurations. As a lead, you will also help early-career colleagues use AI well. Be ready to show us how AI has made your work faster and better. What You Will Do • Serve as the lead implementer for Oracle P2P on a net-new implementation, owning solution design from the ground up. • Lead the P2P global design for a single, multi-tenant Oracle solution that will serve multiple agency components and customer agencies. • Lead key design decision analysis and document design decisions for stakeholder approval. • Lead requirements and fit-gap workshops with financial and procurement stakeholders, and translate business requirements into Oracle configurations and functional designs. • Design Procurement, Purchasing, Self Service Procurement, Supplier Management, Payables, and Payments functionality, including approval rules, purchasing controls, invoice processing, 2-way and 3-way matching, and payment processing. • Align P2P design with the federal procurement lifecycle, the Federal Acquisition Regulation (FAR), and OMB A-123 internal control requirements, including approval workflows and segregation of duties (SoD). • Design payment processing for ACH and federal disbursements, with controls to prevent duplicate or erroneous payments. • Design integration of P2P processes with GL, Fixed Assets, Projects, Budgetary Control, and external systems, including G-Invoicing for intragovernmental transactions (IGT). • Design how P2P transactions record commitments and obligations against Budgetary Control, with USSGL-compliant budgetary and proprietary accounting. • Design Treasury payment processes, including payment schedule files, payment confirmations, and Prompt Payment Act interest. • Own functional specifications for integrations, conversions, reports, and extensions, and lead conversion and validation of vendor master data and open accounts payable balances. • Lead SIT/UAT scenario development and defect resolution, and support deployment, cutover, training, and post-production stabilization. • Document configurations, business processes, SOPs, and controls, and maintain audit readiness documentation. • Use AI tools to accelerate analysis, documentation, and testing, and mentor junior team members in doing the same. Required Qualifications • 8+ years of Procure-to-Pay and Oracle ERP Financials/Procurement experience. • Substantial experience with federal P2P practices, including federal procurement and payables. • Lead implementer for P2P on at least one Oracle implementation (Oracle EBS or Oracle Cloud). • Experience with ground-up solutioning for a net-new implementation, including global design. • Experience leading key design decision analysis. • Strong knowledge of the Federal Acquisition Regulation (FAR), invoice processing, and vendor payment workflows. • Experience with end-to-end P2P processes and Oracle approval workflows/BPM. • Experience with FBDI, OTBI/BIP, interfaces, and conversions from a functional perspective. • Strong testing and troubleshooting experience. • Demonstrated use of AI tools to accelerate analysis, documentation, testing, or problem solving. Preferred Experience • Lead implementer experience on Oracle Fusion Cloud (preferred over EBS-only experience). • Knowledge of FIBF, USSGL, or federal reporting requirements. • Familiarity with federal disbursement and payment systems. • Experience with G-Invoicing for intragovernmental transactions. • Understanding of internal controls and audit requirements (OMB A-123). • Experience with shared services or federal ERP modernization. • Experience with commitment and obligation accounting and Treasury payment processes. What You'll Gain • A leading role on a decade-long federal modernization program. • The chance to shape P2P design for a major federal agency from the ground up. • Long-term stability with growing scope, responsibility, and leadership opportunity. • Experience leading AI-enabled delivery on a high-profile federal program. What Success Looks Like • The P2P global design and key design decisions are analyzed, documented, and approved on schedule. • P2P configurations and functional designs are delivered on schedule with minimal rework. • P2P processes run end-to-end with strong controls — from requisitioning through payment execution — with minimal duplicate or erroneous payments. • FAR and OMB A-123 compliance requirements are consistently met, with clean audit readiness documentation. • You use AI to deliver faster and help junior team members do the same.
